Community DRM Governance Model & Long Term Sustainability


Led by JOAFG, this part of the project deals with the long term sustainability of the PANTHEON platform. It includes an analysis of the barriers to long-term sustainability, as well as the platform’s potential short- and long-term impacts. In addition, the Task includes the conception of a Community DRM (Disaster Risk Management) Governance Model. Overall, this Task asks the questions:

  • What barriers/problems could arise in the long-term use of the PANTHEON Platform? What are possible mitigation strategies?
  • Which economic and environmental impacts would the implementation of the PANTHEON Platform have?              
  • How can you make the application participative with involvement of the community?

In order to answer these questions, we chose to utilize methods from the social sciences. Barriers are assessed using the so-called PESTEL analysis – a framework analysing the macro-environmental factors that impact organisations, or in our case, the PANTHEON platform. We use this framework as a basis in order to assess the political, economic, social, technological, environmental, legal, and ethical factors that may pose barriers to the long-term use of the platform. 

Impacts are examined using the framework of social impact analyses, focusing on impacts on different aspects of a society, including culture, the environment, and health and wellbeing. This ensures that the platform’s role in disaster risk management is not only technologically advanced, but also socially responsible.

Finally, we examine the long term governance under the concept of community governance, highlighting  modes of community engagement and ensuring that the perspective of the general public – and especially vulnerable groups – is maintained in the long-run.
